"The Evil that men do."
This Design Journal will discuss the cover villain of Halt Evil Doer!, General Venom. A cruel and calculating former hero who became disenchanted with the ultra-patriotism that he once embodied. Is General Venom evil or just misguided? Is he actually right in his belief that the United States is under the control of an evil outside influence? Only the player characters can decide for themselves.
General Venom
Jack Washington Junior is the former Steel Commando, the greatest hero of the United States during the Cold War. The son of the original Golden Age Steel Commando, he was a Renaissance man of physical pursuits and science. Picked by President John F. Kennedy himself, Jack Washington Junior was eager to follow in his father's footsteps. The second Steel Commando had tremendously successful record against Communists, Fourth Reich Nazis, and worse. Unfortunately, this was not to last. Increasingly disenchanted with the United States' government during the Vietnam War, Jack managed to uncover a plot by President Richard Nixon to put the entire country under the control of P.H.A.N.T.O.M.
Saving the nation from domination by the evil criminal organization, the second Steel Commando refused to believe the threat had passed and instead restyled himself as the scientific terrorist General Venom. Pointing to the various problems of the United States from corruption at the highest levels of government to the widening gap between the Rich and the Poor, General Venom believes a Second American Revolution is necessary to restore power to the people. The intensely charismatic leader has even managed to keep a reasonable amount of popularity despite the fact that he's performed countless acts of terrorism against the United States and its engines of government.
Despite set backs, General Venom's operatives are growing closer and closer to achieving a secret majority in the United States Three Branches. There, General Venom will transform the whole of the United States into his image.
It's for the citizenry's own good.
House of Serpents
The House of Serpents if one of the world's largest terrorist organizations, second only in size to the merciless P.H.A.N.T.O.M. Composed of disaffected United States citizens, the members of the organization truly believe that they will be hailed as heroes once the government has been successfully overthrown. Unfortunately, the increasing paranoia of its leader has started a tremendous downhill slope of moral compromises. Now, the House of Serpents has infiltrated dozens of other countries and begun actively working to accelerate America's downfall while preparing for its takeover.
Possessing a small army of fanatical soldiers, the House of Serpents makes lightning strikes against its opponents before fading back into the populous of the country. Working from disguised bases, thus far the Foundation for World Harmony has been unable to root them out. Worse, they underestimate the size of the organization by a factor of ten.
Far more insidious is the Citizen's Militia. An organization of highly trained professionals with a fanatical loyal to General Venom. They serve the House of Serpents by Inserting themselves into key areas of business, the government, and the media. Through corruption and manipulation of the media, General Venom wages a two front war against the United States' mind as well as body.
The most insidious thing about the House of Serpents may not be its plot to overthrow America and replace it with its own shadow government. It may be that it has already succeeded.
